Passport photo requirements exist because of ICAO (International Civil Aviation Organization) Document 9303, the international standard that governs machine-readable travel documents. Facial recognition systems at border crossings match your live face to the photo in your passport's chip — and these systems work best with photos taken under specific, standardized conditions: front-facing, neutral expression, uniform background, no glasses, correct head size relative to frame.

The reason requirements differ between countries is that each government adds its own specifications on top of the ICAO baseline. India requires white backgrounds and specifies the exact millimeter margins around the head. USA requires white backgrounds with head between 1 and 1.375 inches from chin to top of head. Schengen countries require light grey backgrounds (not white). UK requires light grey or cream. Getting the wrong background color for a Schengen application submitted at an Indian consulate is a real and frustrating rejection reason.

Digital submission vs. physical prints have different requirements worth understanding. For online passport renewal applications (India's Passport Seva eForm), you upload a digital JPEG with specific pixel dimensions (typically 200×200px) and file size (10–300KB). For in-person submission and physical passports, you print 2×2 inch photos on photo paper — typically a sheet of 6 copies on a single 4×6 photo print.

The ICAO standard also specifies that glasses are not permitted in passport photos as of 2018 (to prevent lens reflections from interfering with facial recognition). This surprises many people who wore glasses in their previous passport photo. Religious head coverings are permitted if worn daily for religious reasons, but must not obscure any facial features.
